The Brussels bureaucrats, like their colleagues in other capital cities of our continent, represent a very low level of culture of (…) entrepreneurship. Most of them cannot even define what is culture of entrepreneurship, nor what entrepreneurship or innovation is. And innovation does not require great funding. On the contrary, European politicians and bureaucrats underestimate the role of entrepreneurs in economy and in society. The best example of it is the fact that in the abovementioned document, in the Union programme for the next 10 years, the word ‘entrepreneurship‘ appears only once, and it is mentioned in the context of bankruptcy!” (Samborski 2011:87-88)
